When people just sit there and don't do anything on the FIRST TURN for 5 minutes straight, ban or limit their account.
When trolls take an eternity to not take their turn, they should be penalized. Ban em. 24 hours the first time, 3 days the next, up to a perma ban. It ruins the game. I can do anything I want in my spare time. I am not going to play a game where some ******* just sits there doing nothing for 5 minutes without penalty. If want just trolls to play, good your model accepts that behavior.

To answer TheChetShop's question, you enabled player flagging by fellow players an then automatically upload the client and server-side logs for analysis. To avoid spamming, limit players to reporting no more than a few (3?). players in every 24 hour period.
After a few weeks of reporting, the repeated bad-actors can be easily identified and sifted from random networking or client-side bugs.

How do you hold someone accountable for this? yes it sucks when you're stuck waiting, but it's far less worse then someone who rage quits or is AFK. Not always are they issues of trolling. I've had the game freeze. Have to reboot the client and even with 3 timeouts built up, I'm already two turns behind and I didn't waste more then 45 seconds to a minute. I think a big part of the initial wait is due to lag in the system. Plus there match making sucks, instead of just pairing you to the next available opponent.
