Couldn't cast Mayhem card with flash
On my opponent's turn, I surveilled a card (Wekhdu, Midnight Hunter) with Mayhem and flash to the graveyard. I was unable to cast the card. I had the mana and priority but the game just skipped straight past and went to blockers.

You milled the card, you did not discard it. Mill is from the library, discard is from the hand. Mayhem only works with discarded cards.
