Hand size not being enforced
Arena isn't enforcing hand size limitations - I just passed my turn with 9 cards in hand and I wasn't forced to discard.

Hand size only matters in the cleanup step of YOUR turn. You can have any number of cards in your hand at any other time, including your opponent's cleanup step.
