Boltwave (which doesn't target as it says each opponent) did not go past protection of one ring (which prevents targeting)
Boltwave (which doesn't target as it says each opponent) did not bypass one ring's protection (which prevents targeting) so no damage was dealt even though it should have done 3 damage.

Protection is more than just proof against targeting. It would just be hexproof or shroud otherwise. Protection from [quality] does four things (remember them by DEBT):
D amage to the permanent/player is prevented
E nchanting/equipping the permanent/player is not possible
B locking the creature is not possible
T argeting is not possibleThe D in DEBT is why Boltwave does not damage to player with protection from everything.
