Phoenix Fleet Airship bug?
Phoenix Fleet Airship
When I use "Come Back Wrong" and "Fire Navy Trebuchet", Phoenix Fleet Airship trigger ability to copy does not trigger. As far as I know, a token is a permanent and a creature owned by opponent but controlled by me should also be counted as permanent.

It is a permanent. That is not the issue. The problem is, rather your problem is, that the sacrifice happens TOO LATE. You have to have sacrificed a permanent BEFORE the end step begins, due to the intervening-if clause of the Airship's trigger.
