Ichormoon Gauntlet Not Triggering
Ichormoon gauntlet appears to have been coded wrong. The rules text on the card dictate that "whenever you cast a noncreature spell, choose a counter on target permanent. Put an additional counter of that kind on that permanent."
I was playing a game wherein I held the only permanent on the field with any sort of counter on it. A +1/+1 counter to be specific. My opponent had ichormoon gauntlet on the field, and the spell triggered multiple times across our game, but the opponent was never forced to target the only counters on the field, which were on my creature. The card specifically targets the counter, so only legal targets should be able to be selected, but it repeatedly had no effect. With no instances of "may" appearing in the text, I was under the assumption that my creature should be benefitting as it was the only thing with counters on it. Am I missing something here, or is this a bug?
Also, this card was released in 2023, so it's not like it's brand new.

You are misunderstanding the counters part. The trigger does NOT target the counters. The target is "target permanent", that's it. ANY permanent is a legal target, regardless of having counters on it or not. The "choose a counter" part is part of the trigger's effect, and is irrelevant until the trigger resolves. If at that time there is no counter on the permanent, none can be chosen, and that impossible action as well as the following impossible instruction are simply ignored.
