Makdee and Itla, Skysnarers incorrectly causes enchantments with Impending to enter tapped.
They are not creatures as they enter the battlefield (nor artifacts) so they should not be affected.

Makdee and Itla cause a replacement effect, which is applied BEFORE the permanent enters the battlefield. Otoh, creatures cast via impending simply ARE noncreatures if they have impending counters on them, which is a continuous effect and applied at all times the permanent is on the battlefield. So no, this is not a bug. It is determined that the permanent enters tapped before it enters, then it enters and immediately its continous effect kicks in.
