Waterknot is bloking even out of the untap fase.
It was in the combat fase and the aura Waterknot, still bloked the option to untap the creature.

No, that's not it. There is no untap phase, only an untap step, which is part of the beginning phase. Waterknot should not prevent the creature from being untapped by the Turtles duo. -

I thing I see now, It is not untap fase but untap step on the Aura.
