That's because earthbend also sets base p/t. The later effect wins. So any land earhtbended after March of the World Ooze entered the batlefield will be a base 0/0 plus however many +1/+1 counters it received. any land earhtbended before the March entered will be a base 6/6 plus however many counters it received.
So, not a bug. Arena is applying the rules as they should be applied.
