Okiba Rekoner Raid isnt triggering the ability of Chandra's Pyreling on ETB or on saga tick up in Bo1 Pioneer ranked. Should be triggering the "source I control dealing non combat damage" requirement.

Becasue the Saga is not dealing damage, it causes loss of life. Life can be lost directly without any damage being involved, like in this case. Just because the life total goes down does not mean the player was dealt damage.
