With Glissa, Herald of Predation on the field, and Peregrin Took on the field:
1. Select Glissa's "Incubate 2 twice" option
Actual:
Each incubate 2 triggers Peregrin Took's ability to create 2 food tokens that have 2 +1/+1 counters on them.
Expected:
Each incubate 2 triggers Peregrin Took's ability to make 2 food tokens with no counters on them

Glissa is creating all the tokens, Peregrin Took merely changes number and type of those tokens. And since Glissa is creating the tokens, ALL tokens created this way are also subjected to any additional effects the original tokens are subject to. That includes putting +1/+1 counters on them, even if they are useless to the token at the time.
