Harbringer of seas with druid of the grove on the board
If harbinger of seas comes out with druid of the grove in play why can I still not tap my lands for any type of mana with druid of the grove on the board

Can't say anything for sure, since I cannot find any card even close to being named "druid of the grove". But your issue has most likely to do with the fact, that nonbasic lands ares till nonbasic with Harbinger of the Seas out. They are just nonbasic Islands then.
Edit:
Did you mean DRYAD of the Ilysian Grove? If so, it has to do with time stamps. Both effects are applied in the same layer with no dependency, so they are applied in time stamp order and the later effect wins out over the older one.
