Does not let you stack triggers off the same saga roads go ever on, it should always stack triggers as creature comes in first THEN another affect. game is defulting to stack triggers inccorectly

If trigger order matters to your game, you can disable the autoordering feature in the settings menu. Then you have control over how triggers are stacked. Roads Go Ever, Ever On has nothing to do with creatures, though, so I'm confused as to what you mean by "creature comes in first".
