frenzied goblin
when I use frenzied goblin, it always ask to select target creature (it will not be able to block this turn) but even when there no untapped mountain (the ability costs R) and even when there are no oppo's creatures... so one has to select own creature..

Yes, that is how the card is worded. To use or decline the offered option, to pay for it or not, is chosen on resolution. All targeted abilities, optional and mandatory alike, require to pick the nessessary number of legal targets to put it on the stack. You cannot decline to put it on the stack, that part, and all that it entails, is mandatory even for optional triggers.
