Everyone only gets one daily quest per day. But you can have up to three daily quests open. Meaning, you do not have to complete them on the day you get them. In fact, you can keep them around for weeks without fulfilling them, and without losing out on more daily quests. Only if you have already three active quests will you not get a new one. The hourglass only tells you when you get a new daily quest, not a new daily quest in that spot. When a new set comes out, everyone goes up to a full three daily quests. So make sure to complete them all before the next set is released for maximum value.
