You said it yourself, he's a Shapeshifter (and Spirit). Not a Demon.
Shapeshifters that have the changeling ability are every creature type, because that ability is making it so. Koh does not have that ability. Being a shapeshifter has nothing to do with it. No creature type has any inherrent effects anymore, since Champions of Kamigawa over two decades ago.
