As a social player for the past 25+ years, I have grown to enjoy playing home brew decks. These decks may not always be the most competitive, but are fun to play amongst similar players. No matter what the deck level I build for Arena, I always seem to be matched with the same few decks, although all different players. I even took out all the mythics and rares from one of my decks looking for a fun casual matchup. I still get opponents that have decks that consist of 50%+ mythics and rares. I believe it will add greatly to the enjoyment of the brewers to have a match play capability that doesn't require playing against net decks. You have all the numbers of what cards, particularly what the deck engine is, to add a format that excludes net decks. Or at minimum excludes the net deck engines.

It's very disheartening that having a few additional match-making filters hasn't ever been on WotC's roadmap and given its digital nature is The Perfect...arena to experiment with novel formats.
Given the DB design is would be EASY to implement them too. Match-making queues would be much longer, but at least we wouldn't be snap-conceding to 200+ card "towers of jank" or a rare/mythic-stacked deck when we're just trying to splash around a few experimental on-format decks in "pseudo-pauper".
I non longer play any decks on Arena that aren't basically stacked with at least rares and sometimes a handful of mythics (usually Planeswalkers). You have no chance to be remotely competitive otherwise.
