Running the timer needs to result in a user ban
Too many people who get upset because they can't just get an easy win just go afk or even worse, just waste your time by running the timer. A report function needs to be added to report such players and such players should get a ban.

FWIW, you can report individual player conduct here: https://mtgarena-support.wizards.com/hc/en-us/articles/360025191111-Report-a-Player , but I've never seen it have ANY effect.
I just now snap-concede to known-jerks and ropers.
It's not "right", but we have no other choice (atm) if we care about actually playing good games of Magic on Arena.
