Report
Put an in game report option for crybaby players who refuse to concede when they lose and just stop playing. And then actually do something about it when people get reported. It's like yall don't do anything or care.

I have reported hundreds of players for roping — and 5 of those accounts in particular I've reported 100-200 times each, yet I still continue to get matched up with them almost daily, so that should be all the proof you need that Wizards does nothing about your conduct reports, regardless of the volume they receive. If not, just take a look at how many bug reports on this site they've responded to: zero.
You may also notice that your conduct reports get automatically/instantly assigned to a bot and closed, so it's unlikely that a human ever lays eyes on them (which exacerbates my frustrations, knowing that I've not only spent hours watching the rope burn down, but also hours logging all those conduct reports).
When Wizards implemented the "Did you have fun?" survey at the end of games — which seems to only appear when either player concedes or ropes, I thought it was a sign that they'd be taking some sort of action, but alas, that was 12+ months ago and still nothing...

Well, FWIW I have over 5k of play-hours on Arena, have reported over 40 players for conduct and have never seen it have ANY effect. I stopped reporting player conduct about 4 months ago.
Just keep a log of known-bad players and refuse to play with them. Atm, my known-bad list is over 80 players.
If WotC refuses to do player moderation, at least give moderation tools to the players to self-manage this issue.
